ANSV calls on Province to increase public library funding
PORT WILLIAMS, NS – The Association of Nova Scotia Villages is calling on the provincial government to increase funding for public libraries following the announcement that the Annapolis Valley Regional Library will cease operating five community library branches this summer.
AVRL has announced it will no longer operate branches in Hantsport, Kentville, Lawrencetown, Middleton and Port Williams effective July 20, 2026, citing a lack of sustainable operating funding.
“Public libraries are essential community infrastructure,” said Brian Banks, President of ANSV. “They support literacy, digital access, social connection and access to services for residents of all ages. When library services are cut, smaller communities feel that loss immediately.”
ANSV recognizes that local communities are already responding. In Lawrencetown, the Village Commission has committed to reopening the Dr. Frank Morse Memorial Library under Village management in the months ahead.
“Lawrencetown’s response shows the strength of village government,” said Banks. “But villages should not be forced to step in to preserve essential services because provincial funding has not kept pace with need.”
ANSV Board Member Debbie Graves, a Commissioner in Port Williams, said the impact will be felt directly by residents.
“This is not an abstract policy issue,” said Graves. “In Port Williams, the library is a place to connect, learn and access services people depend on. Communities across Nova Scotia need library funding that keeps pace with rising costs.”
ANSV is calling on the Province to provide immediate bridge funding to prevent further library service reductions in 2026–27 and to work with library boards, municipalities and villages on a long-term funding formula that keeps pace with rising costs and allows closed libraries to reopen.
“If communities are scrambling to preserve basic library access, the funding model is not working,” said Banks.
